Durante a fala, a parlamentar criticou o arquivamento do projeto pela Comiss\u00e3o de Constitui\u00e7\u00e3o, Justi\u00e7a e Reda\u00e7\u00e3o (CCJR) e afirmou que a decis\u00e3o teve motiva\u00e7\u00e3o pol\u00edtica, e n\u00e3o t\u00e9cnica.<\/p>\n\n\n\n<p>Segundo a deputada, o parecer da comiss\u00e3o n\u00e3o apontou inconstitucionalidade na proposta, mas classificou o projeto como &#8220;desnecess\u00e1rio&#8221; sob a justificativa de que j\u00e1 existem previs\u00f5es na legisla\u00e7\u00e3o federal. &#8220;O projeto em nenhum momento foi considerado inconstitucional. A justificativa da CCJ diz que ele \u00e9 desnecess\u00e1rio porque j\u00e1 existe uma lei federal. Mas na vida real das mulheres ele \u00e9 necess\u00e1rio&#8221;, afirmou.<\/p>\n\n\n\n<p>Gleice Jane argumentou que o Protocolo Ampara foi constru\u00eddo justamente para orientar condom\u00ednios, associa\u00e7\u00f5es e espa\u00e7os coletivos sobre como agir diante de situa\u00e7\u00f5es envolvendo mulheres sob medida protetiva, especialmente em casos em que a legisla\u00e7\u00e3o existe, mas n\u00e3o \u00e9 aplicada de forma efetiva na pr\u00e1tica.<\/p>\n\n\n\n<p>Durante o discurso, a parlamentar relatou casos concretos acompanhados por ela em Mato Grosso do Sul. Em um deles, uma mulher sob medida protetiva avisou ao s\u00edndico do condom\u00ednio que o agressor n\u00e3o poderia frequentar o local. Mesmo assim, o homem alugou um apartamento no mesmo condom\u00ednio e passou a circular normalmente no espa\u00e7o.<\/p>\n\n\n\n<p>&#8220;Ela ligou para o s\u00edndico perguntando por que ele tinha permitido a entrada do agressor e ouviu apenas: &#8216;ele mora aqui&#8217;. Essa mulher passou a viver com medo dentro da pr\u00f3pria casa&#8221;, relatou.<\/p>\n\n\n\n<p>A deputada explicou que o projeto buscava justamente estabelecer protocolos claros para proteger mulheres em situa\u00e7\u00f5es como essa. &#8220;O que n\u00f3s est\u00e1vamos discutindo era uma regulamenta\u00e7\u00e3o que orientasse e acolhesse mulheres em situa\u00e7\u00e3o de risco de vida&#8221;, disse.<\/p>\n\n\n\n<p>Gleice Jane tamb\u00e9m afirmou que outros projetos apresentados pela bancada do PT t\u00eam sido barrados na CCJR por raz\u00f5es pol\u00edticas.&nbsp;<\/p>\n\n\n\n<p>Ela citou como exemplo uma proposta sobre regulamenta\u00e7\u00e3o da pulveriza\u00e7\u00e3o a\u00e9rea de agrot\u00f3xicos, que, segundo ela, j\u00e1 foi considerada constitucional em debates judiciais de outros estados. &#8220;N\u00e3o se trata somente de quest\u00f5es t\u00e9cnicas. S\u00e3o tamb\u00e9m quest\u00f5es pol\u00edticas que n\u00f3s estamos discutindo aqui&#8221;, afirmou.<\/p>\n\n\n\n<p>Durante o pronunciamento, a parlamentar tamb\u00e9m cobrou maior participa\u00e7\u00e3o dos homens no enfrentamento \u00e0 viol\u00eancia contra as mulheres e criticou a aus\u00eancia de pol\u00edticas efetivas do Governo do Estado para prote\u00e7\u00e3o das v\u00edtimas.<\/p>\n\n\n\n<p>&#8220;N\u00f3s n\u00e3o temos mais condi\u00e7\u00e3o de conversar somente entre n\u00f3s mulheres. Essa responsabilidade precisa ser compartilhada, especialmente pelos homens da pol\u00edtica. Porque quem est\u00e1 matando s\u00e3o homens, n\u00e3o s\u00e3o as mulheres&#8221;, declarou.<\/p>\n\n\n\n<p>A deputada ainda afirmou que seguir\u00e1 defendendo pol\u00edticas p\u00fablicas voltadas \u00e0 prote\u00e7\u00e3o das mulheres e colocou seu mandato \u00e0 disposi\u00e7\u00e3o para contribuir tecnicamente com os debates da CCJR.<\/p>\n\n\n\n<p>&#8220;Eu quero resolver o problema. Mas se for preciso gritar, enfrentar e constranger quem for necess\u00e1rio, n\u00f3s vamos fazer, porque n\u00e3o vamos aceitar que as mulheres continuem morrendo sem responsabilidade do Estado&#8221;, concluiu.<\/p>\n\n\n\n<p><strong>Protocolo Ampara<\/strong><br><br>O<a href=\"https:\/\/sgpl.consulta.al.ms.gov.br\/sgpl-publico\/#\/linha-tempo?idProposicao=330496\" target=\"_blank\" rel=\"noreferrer noopener\"> Projeto de Lei 01\/2026<\/a>, foi protocolado em fevereiro deste ano pela deputada Gleice Jane (PT) na Assembleia Legislativa de Mato Grosso do Sul (ALEMS).
